​Foxwell State Secondary College – VET Policy

1. Purpose

Foxwell State Secondary College (FSSC) is a Registered Training Organisation (RTO) committed to delivering high‑quality Vocational Education and Training (VET) that supports students in gaining nationally recognised qualifications and developing industry‑relevant skills. This policy outlines the College's procedures, responsibilities, and commitments to ensure compliance with the Standards for RTOs and the Australian Qualifications Framework (AQF).


2. Scope

This policy applies to:

  • All enrolled VET students
  • All VET trainers, assessors, and College staff
  • Third‑party Registered Training Organisations partnered with FSSC


3. Student Selection and Enrolment

  • Students follow the standard College enrolment process when selecting VET pathways.
  • VET course information is provided to students during Year 9/10 subject selection and SET Plan processes.
  • Students must complete a VET Agreement Form acknowledging course requirements.
  • It is recommended that students have satisfactory Year 10 English, Mathematics, and Digital Technologies results.
  • Enrolments are final after census dates.


4. VET Student Induction

All VET students receive an induction which includes:

  • Overview of the AQF and nationally recognised qualifications
  • Unique Student Identifier (USI) requirements
  • Fees, charges, and refund processes
  • Assessment expectations and competency‑based assessment
  • Support services
  • Workplace Health and Safety procedures
  • Complaints and appeals processes

Students must complete the VET Induction Checklist.

5. Unique Student Identifier (USI)

  • All VET students must provide a USI prior to commencing training.
  • Students requiring assistance can access support through the College's administration team.

6. Course Delivery and Training

  • Courses are delivered through a mix of face‑to‑face instruction, work‑based learning, guided learning, and online components.
  • Each qualification has an established Training and Assessment Strategy (TAS).
  • Trainers and assessors maintain student profiles and record progress in OneSchool.

7. Competency-Based Assessment

  • Assessment is based on demonstration of skills and knowledge to industry standards.
  • Students receive outcomes of: C (Competent)WTC (Working Toward Competency), or NYC (Not Yet Competent).
  • Evidence may include observation, projects, written tasks, portfolios, and questioning.
  • All assessment must be submitted via approved platforms (QLearn, school email, or hard copy).

8. Language, Literacy, Numeracy & Digital Literacy (LLND)

  • All students complete an LLND assessment before enrolment.
  • Reasonable adjustments and additional learning support are provided where required.

9. Student Support, Welfare and Guidance

Support services include:

  • Guidance counsellors
  • RTO Manager
  • Industry Liaison Officer
  • Senior Schooling team

Appointments can be made through Student Administration.

10. Access and Equity

FSSC provides inclusive and non‑discriminatory education services. All staff must comply with the Access and Equity Policy, ensuring equal learning opportunities for all students.

11. Flexible Learning and Assessment

  • Learning materials and assessment activities accommodate student needs, class sizes, and delivery modes.
  • Reasonable adjustments may be applied without compromising the integrity of the qualification.

12. Fees, Charges and Refunds

  • Refunds are issued in accordance with the relevant RTO or third‑party partner policy.
  • Some courses are VETiS‑funded; others may require fees prior to commencement.
  • If the College cannot continue a course due to loss of resources, alternative options will be explored.

13. Complaints and Appeals

Students may lodge complaints or appeals related to:

  • Assessment decisions
  • Course administration
  • Trainer conduct

All formal complaints must be submitted in writing to the Principal (RTO CEO). Outcomes are recorded in the Complaints and Appeals Register.

Appeals follow a similar process, with independent review where required.

14. Recognition of Prior Learning (RPL) and Credit Transfer

RPL:

  • Students may apply using the College RPL Application Form.
  • Sufficient evidence must be provided (resumes, certificates, workplace documents, etc.).
  • RPL decisions are documented in the RPL Register.

Credit Transfer:

  • FSSC recognises all AQF qualifications/statements from any RTO.
  • Verification is conducted where necessary.
  • Credits are recorded in OneSchool.

15. Certification and Issuance of Qualifications

  • Students who achieve all competencies receive a nationally recognised qualification.
  • Students completing partial requirements receive a Statement of Attainment.
  • Certificates are issued within 30 days of exit or course completion.
  • Records are securely stored for 30 years.

16. Replacement Certification

  • Students may request replacement certificates in writing.
  • Replacement documents identify that they are reissued copies.
  • Issued within 30 working days.

17. Student Privacy and Data Collection

  • Student information is handled in accordance with the National VET Data Policy and Privacy Act.
  • Data may be provided to NCVER, QCAA, and DESBT as required.
  • Students may receive optional government‑administered surveys.

18. Legislative Compliance

FSSC complies with all relevant laws, including:

  • Education (General Provisions) Act 2006
  • National Vocational Education and Training Regulator Act 2025
  • Child Protection Act 1999
  • Anti‑Discrimination Act 1991
  • Work Health and Safety Act 2011
  • Privacy Act 1988

19. Responsibilities

Students must:

  • Attend and participate in VET classes
  • Submit assessment by deadlines
  • Adhere to College behaviour expectations

Trainers/Assessors must:

  • Deliver training aligned to the TAS
  • Provide feedback and maintain accurate records
  • Support learners with identified needs

RTO Manager must:

  • Oversee compliance of all VET operations
  • Maintain required registers (Complaints, RPL, Appeals)

20. Continuous Improvement

Foxwell SSC monitors feedback, assessment outcomes, industry engagement, and audit findings to continuously improve VET delivery.
